Level I: Outpatient services. Level II: Intensive outpatient/Partial hospitalization services (Level II is subdivided into levels II.1 and II.5) Webindirectly related to substance abuse. The National Center on Addiction and Substance Abuse (CASA) at Columbia University published a study in 2010 showing that 65 percent of all incarcerated persons in the United States meet medical criteria for a substance use disorder (SUD), yet only 11 percent receive any treatment.
